<p data-path-to-node="3">The race to protect and restore our oceans requires strong collaboration, shared knowledge, and innovative management. In this spirit, the <b data-path-to-node="3" data-index-in-node="139">EFFECTIVE</b> project proudly teamed up with three fellow Horizon Europe initiatives &#8211;&nbsp;<b data-path-to-node="3" data-index-in-node="220">MSP4BIO, Ocean Citizen, </b><span data-path-to-node="3" data-index-in-node="220">and </span><b data-path-to-node="3" data-index-in-node="220">Blue4All &#8211;&nbsp;</b>on May 12 for an insightful joint webinar dedicated to making Marine Protected Areas (MPAs) more effective in practice.</p>
<p data-path-to-node="4">The online event brought together experts, researchers, and ocean advocates to exchange real-world experiences, methodologies, and governance approaches. Representing the EFFECTIVE project, Project Coordinator <b data-path-to-node="4" data-index-in-node="210">Natalia Preciado</b> shared invaluable insights into how our initiative is actively connecting restoration actions, advanced monitoring, digital tools, and robust governance frameworks. Her presentation highlighted how these combined efforts are paving the way for healthier, more resilient, and better-managed Mediterranean MPAs.</p>
<p data-path-to-node="5">Throughout the session, speakers from across the four projects explored critical pillars of modern marine conservation, including:</p><p data-path-to-node="5"><b data-path-to-node="6,0,0" data-index-in-node="0">&#8211; Marine ecosystem restoration</b> and practical implementation strategies.<br><span data-path-to-node="6,1,0" data-index-in-node="0">&#8211;&nbsp;</span><b data-path-to-node="6,1,0" data-index-in-node="0">MPA governance</b> and the vital role of stakeholder participation.<br><span data-path-to-node="6,2,0" data-index-in-node="0">&#8211;&nbsp;</span><b data-path-to-node="6,2,0" data-index-in-node="0">Maritime Spatial Planning (MSP)</b> to balance ecological and socio-economic needs.<br><span data-path-to-node="6,3,0" data-index-in-node="0">&#8211;&nbsp;</span><b data-path-to-node="6,3,0" data-index-in-node="0">Citizen science and digital innovation</b> as catalysts for community engagement and data-driven management.</p>

										<content:encoded><![CDATA[<p class="wp-block-paragraph">As part of the EFFECTIVE project, Pilot Area 1 is demonstrating how innovative BioBoosting System (BBS) technology can support marine habitat restoration in low-impact ports and marinas. Located in the Port of L’Estartit (Mar de l’Empordà), the pilot combines ecological restoration with engineering innovation across several operational zones within the port. The team is testing Life Boosting Units (LBUs) designed to enhance biodiversity and provide substrate for the recovery of key habitat-forming species. Restoration actions include pre-seeded plates with <em>Posidonia oceanica</em> seedlings grown from beach-cast fruits, canopy-forming macroalgae (<em>Cystoseira balearica</em> and <em>Cystoseira compressa</em>) cultivated ex situ, and transplanted gorgonians (<em>Leptogorgia sarmentosa</em>). Survival, growth, biodiversity, and species abundance are being closely monitored. In parallel, the pilot is advancing plans for a large-scale artificial reef using the same BBS technology, covering site identification, reef design and stability testing, construction and anchoring, and long-term ecological and socio-economic validation.</p>



<p class="wp-block-paragraph">Significant progress has already been achieved. During the week of 3–7 November 2025, 22 LBUs were successfully deployed at Club Nàutic L’Estartit across three zones: five units at the harbour entrance, nine at the central pier, and eight at the floating pier. In the floating pier area, an innovative clamp-based fixation system attached to cylindrical columns was implemented and validated, improving both stability and installation efficiency. Environmental sensors measuring temperature and light were installed in each zone to generate continuous datasets for interpreting ecological trends. In collaboration with CSIC scientists (ICM and CEAB), targeted restocking actions introduced five plates of <em>Cystoseira</em> and seven plates of <em>Leptogorgia</em>, carefully distributed according to ecological requirements. A comprehensive baseline monitoring campaign was also conducted, including ROV inspections, in situ multiparametric measurements, and water sampling for nutrients, microplastics, hydrocarbons, and other water quality indicators, establishing a robust reference for future comparisons.</p>



<p class="wp-block-paragraph">Early monitoring results are encouraging. A follow-up survey carried out on 14 January 2026 assessed structural integrity and early biological colonisation. All units remain stable, with no signs of displacement or degradation, confirming the robustness of both the design and the innovative anchoring system under real operating conditions. ROV footage is currently being analysed to quantify biodiversity and colonisation patterns, providing the foundation for upcoming ecological assessments. Initial water quality analyses have also been completed, offering valuable environmental baseline data. Together, these early findings indicate that the pilot is progressing as planned and that the systems are performing reliably.</p>



<p class="wp-block-paragraph">One of the main challenges has been navigating the complex authorisation and permitting processes required for marine restoration activities within regulated port and coastal environments. The team is addressing this through ongoing coordination with port authorities, environmental agencies, and local stakeholders to ensure alignment with regulatory frameworks and conservation objectives.</p>



<p class="wp-block-paragraph">Looking ahead, the pilot will continue its scheduled monitoring campaigns to track structural performance and ecological succession. The analysis of the first ROV survey will deliver the initial biodiversity results, which will be shared through the EFFECTIVE digital platform via API integration between the Ocean Ecostructures system and the project infrastructure managed by CTN. This integration directly supports EFFECTIVE’s broader objective of connecting local pilot actions with a scalable digital framework, enabling data-driven decision-making, knowledge transfer, and replication across other pilot areas.In parallel, the pilot will expand its education and citizen science activities, including local school workshops linked to marine restoration efforts and CoaseaApp features. The site will also host a consortium meeting at Pilot Area 1, complemented by workshops and joint awareness-raising activities with <a href="https://www.espaimedes.cat/"><strong>Espai Medes</strong></a>, focused on marine conservation, community engagement, and sensitisation. By combining ecological restoration, digital innovation, stakeholder engagement, and policy alignment, Pilot Area 1 exemplifies the EFFECTIVE approach: transforming site-based interventions into measurable, transferable solutions that contribute to healthier marine ecosystems and more sustainable coastal management across Europe.</p>

<p class="wp-block-paragraph">This pilot focuses on the restoration and long-term conservation of gorgonian coral communities around Tavolara Island in northern Sardinia, within the Tavolara–Punta Coda Cavallo Marine Protected Area and the Maddalena Archipelago National Park. The main objective is to enhance the resilience of key Mediterranean gorgonian species (<em>Eunicella cavolini</em> and <em>Paramuricea clavata</em>) in the face of climate change by combining active restoration actions with a robust early-warning and continuous monitoring programme for thermal stress events.</p>



<p class="wp-block-paragraph">Significant progress has been made across restoration, monitoring, research, and community engagement activities. Field studies were conducted to identify priority areas with the highest recovery potential, followed by targeted restoration actions including cleaning, repopulation, and relocation of gorgonian colonies. These interventions are supported by ongoing studies on colony growth and survival, enabling the evaluation of restoration success over time. In parallel, a permanent monitoring network was established based on sentinel stations that continuously record environmental conditions and allow for the early detection of thermal stress events.</p>



<p class="wp-block-paragraph">Several complementary scientific studies are being carried out alongside these actions. These include oxidative stress analyses in collaboration with the University of Cádiz, holobiont research led by CIC Barcelona, detailed mapping of coral distribution, studies on population growth bioindicators, and the integration of remote sensing data to better understand large-scale environmental dynamics. Outreach and communication activities have also been developed to share the project’s objectives and results with local communities, encouraging active participation and long-term stewardship of these vulnerable ecosystems.</p>



<p class="wp-block-paragraph">Early results demonstrate a clear and positive response of gorgonian corals to the sanitation and recovery programme. Most treated colonies showed branch regrowth, improved colony structure, and a marked reduction in visible pathologies. Over the two years of the project, strong recruitment has been recorded across the study area, indicating active natural regeneration and a high recovery potential. These findings confirm that targeted restoration actions can effectively support coral recovery, even in systems already under climate stress. At the same time, the pilot has highlighted the limits of management interventions during extremely intense and rapidly developing thermal stress events, which can cause severe damage before mitigation measures can be fully implemented. Depth was also identified as a key factor influencing resilience, with deeper zones generally providing more stable thermal conditions. Close collaboration with local managers and stakeholders has been essential in reinforcing protection measures and supporting long-term conservation.</p>



<p class="wp-block-paragraph">The pilot has faced significant challenges, most notably a mass mortality event in late September 2025. While investigations into the exact causes are ongoing, prolonged marine heatwaves and broader climate-driven changes in the Mediterranean are likely to have played a major role. This event underscored the vulnerability of gorgonian coral ecosystems and the speed at which conditions can deteriorate. In response, efforts are being intensified to reinforce early-warning systems, expand monitoring, and prioritise strategies that reduce damage and support faster recovery during extreme events.</p>



<p class="wp-block-paragraph">In the coming months, the focus will be on completing ongoing studies and collaborations, while continuing to monitor restored sites and further refine early-warning systems. Restoration actions will be adapted based on the insights gained to date, alongside efforts to strengthen partnerships with scientific institutions and local stakeholders. The overarching goal is to enhance long-term resilience, improve preparedness for future climate extremes, and share lessons learned from Tavolara as a replicable model for adapting Mediterranean coral ecosystems to climate change.</p>

<p class="wp-block-paragraph">Pilot 2 is implemented in the Ebro Delta Bays (Els Alfacs and El Fangar, northeast Spain), a Natura 2000 Marine Protected Area under strong pressure from rice agriculture, aquaculture, and climate change. The pilot’s main objective is to restore degraded shallow coastal and marine habitats, improve water quality and ecosystem resilience, and support sustainable aquaculture. To achieve this, an integrated nature-based restoration scheme is being tested, combining a constructed wetland, seabed remediation, seagrass recovery strategies, and innovative solutions to mitigate summer hypoxia that affects aquaculture activities.</p>



<p class="wp-block-paragraph">Despite some implementation delays, several key milestones have already been achieved. A representative restoration site in Els Alfacs Bay was selected in close collaboration with local stakeholders. For the first time in this shallow coastal area, bathymetry and sediment thickness data were generated, alongside sediment characterisation and bi-monthly water quality monitoring. These data informed the development of an executive project for a constructed wetland and seabed remediation, which has been formally submitted for permitting. In parallel, the Eurecat team tested an innovative oxygenation system on a mussel platform in Fangar Bay to mitigate summer hypoxia and carried out field surveys and environmental diagnostics of Cymodocea nodosa seagrass meadows to assess their restoration potential. Continuous engagement with local stakeholders—including irrigation communities, the aquaculture sector, Natural Park authorities, and regional government—has accompanied all stages of the pilot.</p>



<p class="wp-block-paragraph">Early results indicate that long-term accumulation of fine organic mud and freshwater inputs from rice drainage channels are key drivers of habitat degradation and eutrophication in shallow bay areas. The oxygenation system proved technically capable of increasing dissolved oxygen at the outlet, but its limited effects at farm scale highlighted the challenges of improving oxygen conditions in open-water aquaculture systems.</p>



<p class="wp-block-paragraph">Several important lessons have emerged. Small-scale pilots are essential for validating the feasibility of nature-based solutions, yet isolating interventions from broader environmental pressures remains difficult. Another key insight is that technical feasibility must be closely aligned with governance frameworks. Ongoing dialogue with local stakeholders has been crucial, particularly in managing expectations around restoration implementation and in testing innovative approaches such as oxygenation systems and artificial biotopes.</p>



<p class="wp-block-paragraph">The pilot has faced significant challenges, including working in very shallow marine environments, navigating regulatory constraints within a protected public area, and adapting to external infrastructure developments such as the construction of a new coastal dike by the regional government. While these factors have delayed implementation, they have also created new opportunities, with the constructed wetland now being discussed as a complementary nature-based solution for coastal protection. Technical challenges are being addressed through adaptive engineering solutions, close coordination with authorities, and alignment with regional climate adaptation plans.</p>



<p class="wp-block-paragraph">Looking ahead, the next phase will focus on finalising permit approvals and strengthening alignment with regional authorities, followed by the tendering and implementation of the constructed wetland and seabed remediation works. In parallel, activities will continue on passive seagrass restoration planning, improved habitat mapping, and stakeholder co-design. The Eurecat team will also continue to strengthen partnerships with regional authorities and local stakeholders, with the aim of scaling up successful solutions across the Ebro Delta Bays and positioning the pilot as a replicable Mediterranean nature-based solutions case.</p>

<p class="wp-block-paragraph">The EFFECTIVE European Horizon project workshop took place on October 27, at the Centro Polivalente of the Municipality of Cabras. The event was organised by the One Ocean Foundation, in collaboration with the Marine Protected Area “Penisola del Sinis – Isola di Mal di Ventre” and the La Maddalena Archipelago National Park.</p>



<p class="wp-block-paragraph">The workshop aimed to identify key environmental pressures affecting protected areas, using the 11 Good Environmental Status (GES) indicators defined by the EU Marine Strategy Framework Directive. Applying these indicators at a local level relies on the expertise and on-the-ground experience of those working in the area.</p>



<p class="wp-block-paragraph">The event opened and closed with remarks from the Mayor of Cabras and featured strong participation from the Sardinian research community, including professors from the University of Sassari, researchers from the International Marine Center and CNR-IAS of Oristano, alongside the active contribution of the Marine Protected Area “Penisola del Sinis – Isola di Mal di Ventre.”</p>

<p class="wp-block-paragraph">Pilot 4 aims to implement a restoration solution in Cyprus to revive the coral populations of the endangered coral species <em>Cladocora caespitosa.</em></p>



<p class="wp-block-paragraph"><em>Cladocora caespitosa</em> is a scleractinian coral species endemic to the Mediterranean Sea. It now exhibits a patchy distribution along the Mediterranean Sea, with no true reefs, but in some cases large bioconstructions. In Cyprus, this coral species faces increased vulnerability because its colonies typically occur at depths of less than 5 meters. At such shallow waters, they are exposed to pronounced temperature fluctuations, as well as erosion, sedimentation, extreme climatic events (such as windstorms), and human-induced disturbances. Consequently, urgent measures are required to safeguard this endangered species. </p>



<p class="wp-block-paragraph">Under Pilot 4 for the EFFECTIVE project, CMMI has focused its efforts on evaluating the efficacy of a restoration solution involving floating nurseries for the first time in Cyprus. As a first step, the necessary permits were obtained from the relevant Governmental Departments and regulators in Cyprus to initiate fieldwork and the respective actions. For the development of the two coral nurseries, the proposed methodology by Rinkevich, 2019 and adapted for the Cyprus case study (Pilot 4) was followed (Fig. 1). In addition, a mini temperature logger was installed on each nursery to record seawater temperature (SWT) fluctuations with a 30-min interval for the duration of the experiments.</p>

<p class="wp-block-paragraph">In parallel and in collaboration with the Hellenic Centre for Marine Research – HCMR an ecological status assessment and monitoring scheme of the area’s coastal habitats was initiated. Through seasonal expeditions, the overall benthic community structure is evaluated in both soft- and hard-bottom habitats.&nbsp;</p>



<p class="wp-block-paragraph">Among the key findings is that hydrographic conditions play a crucial role in the survival of coral fragments, as one location exhibited the highest survival rate. The weather and hydrodynamic conditions of each area can also affect the installation and the overall progress of the experiment, and ongoing expeditions for inspection are advised. Hands-on adjustments were necessary on several occasions to maintain the nursery&#8217;s proper orientation and to fix any damage. Differences in benthic biodiversity and community structure across areas have also been observed. The next step will be to continue the monitoring program related also to the return of the fragments back into their natural habitats, which will conclude the last phase of this Pilot.</p>

<p class="wp-block-paragraph" data-path-to-node="1">The <b>EFFECTIVE</b> project made a significant contribution to the European Union’s marine conservation efforts by participating in the <b>5th EU Blue Parks Community Workshop</b>! Held online on <b>19 November 2025</b>, the workshop, themed <i>&#8220;Achieving Mission Ocean and Waters Protection Targets: Showcasing the EU Blue Parks Projects,&#8221;</i> brought together over <b>80 online attendees</b> from more than 115 member organizations dedicated to marine protection.</p>
<h4 data-path-to-node="3">Key Focus: Mission Ocean and Waters Targets</h4>
<p data-path-to-node="4">The core objective of the workshop was to explore and discuss the key outcomes and expected impact of various EU-funded projects under the Mission Ocean and Waters and Horizon Europe. These projects are crucial in helping the EU reach its ambitious targets of protecting 30% and strictly protecting 10% of its marine areas by 2030.</p>
<p data-path-to-node="5">Attendees had the opportunity to learn from projects like EFFECTIVE about:</p>
<ul>
<li data-path-to-node="5">Good practices and implemented solutions for Marine Protected Areas (MPAs);</li>
<li data-path-to-node="5">Impact on the protection and restoration of EU sea areas;</li>
<li data-path-to-node="5">Opportunities to enhance synergies among projects to increase the replication and upscaling of MPA designation, management, and monitoring.<br /><br /></li>
</ul>
<h4 data-path-to-node="8">Spotlight on EFFECTIVE</h4>
<p data-path-to-node="9">During the dedicated <b>&#8220;Showcasing EU Blue Parks Projects&#8221;</b> session, <b>Natalia Preciado</b> from project partner <b>CTN</b> presented the EFFECTIVE project.</p>
<p data-path-to-node="10">The presentation highlighted the project&#8217;s vital mission, focused on promoting the large-scale establishment of MPAs in the Mediterranean by developing a comprehensive scientific knowledge base and practical guidance. It achieves this by combining science, technological nature-based solutions, and digitalization for the application of an Ecosystem-Based Management System (EBMS) across four pilot sites.</p>
<p data-path-to-node="10">By focusing on the Mediterranean, a global biodiversity hotspot, EFFECTIVE’s work directly supports the EU’s conservation goals and contributes to more effective and sustainable management of vital marine ecosystems.</p>
<h3 data-path-to-node="14">Strengthening the EU Blue Parks Community</h3>
<p data-path-to-node="15">As the 5th event in the series, the workshop reinforced the value of the <b>EU Blue Parks Community</b>, a growing platform for national authorities, marine networks, businesses, and research projects to <b>collaborate on marine protection and restoration</b>. The exchange of expertise and focus on cross-project synergy is essential for translating scientific research into concrete, on-the-ground action to protect our oceans and waters.</p>

<p class="wp-block-paragraph">The EFFECTIVE project recently took center stage at two insightful Atlantic &amp; Arctic Lighthouse Weekly Hours, organized by F6S Innovation Blue Economy Synergy with Blue Mission AA. These sessions provided an excellent platform to showcase how EFFECTIVE&#8217;s digital solutions are actively contributing to the sustainable management of our ocean and coastal ecosystems.</p>
<p>The first session, titled &#8220;<strong>Atlantic &amp; Arctic Lighthouse Weekly Hour on Unmanned Systems &amp; Digital Innovation</strong>,&#8221; focused on the core technological overlap among F6S Blue Economy projects, connecting innovation directly to the sustainable management and protection of our Ocean and Waters. Project partner <strong>Tjerk Krijger</strong>, from <strong>MARIS</strong>, presented the project&#8217;s state-of-the-art Digital Twin for blue parks. He detailed how this technology is enabling advanced monitoring and providing sustainable solutions for the Blue Economy, showcasing how EFFECTIVE is using digital innovation to create a more sustainable future for our oceans.</p>

Our partner, <strong>Philipp Hummer</strong> from <strong>SPOTTERON</strong>, introduced the innovative COSEA app. This powerful digital tool empowers citizens to become citizen scientists by monitoring coastal changes. He showed how your everyday observations can provide meaningful data for scientists and policymakers, bridging the gap between science and society.</p>
<p>This discussion highlighted how technology turns observations into valuable insights for ocean conservation. The webinar also showcased applications from RESTORE4LIFE, Wetland4Life, and Solution4Life, demonstrating the power of community-driven science in safeguarding vital ecosystems. <p class="wp-block-paragraph">Last month, the EFFECTIVE project proudly supported a crucial workshop hosted by our partner, Ocean Ecostructures, that brought together a diverse group of scientists to advance the concept of Good Environmental Status (GES) within selected Marine Protected Areas (MPAs).</p>



<p class="wp-block-paragraph">Held on July 2nd at the Biblioteca Municipal de L&#8217;Estartit in Girona, Spain, the session was highly productive. It marked a significant first step in downscaling GES to specific MPAs, a critical task for the project. We convened a robust panel of experts, each bringing invaluable knowledge to the table. Specialists in marine ecology, fisheries science, oceanography, biodiversity conservation, and environmental monitoring were all represented, ensuring comprehensive coverage of the relevant fields.</p>



<p class="wp-block-paragraph">Key outcomes from the discussions include the foundation for a pressure matrix, which will be vital for next year&#8217;s decision-making tool for the Ecosystem Based Management System, and the initial groundwork for a scientific paper. This collaborative effort underscores our commitment to strengthening the robustness of future work within the EFFECTIVE project!</p>

										<content:encoded><![CDATA[<p class="wp-block-paragraph">Following the successful May 2025 expedition in Portlligat, Spain, the GAME-CSIC team began detailed laboratory processing of the 8 newly collected sediment cores—adding to the 32-core dataset central to the EFFECTIVE Project&#8217;s blue carbon analysis.</p>



<p class="wp-block-paragraph">Each core has been carefully opened, dried, and subdivided into centimetric sections. These sub-samples are undergoing <strong>loss on ignition</strong> testing to determine organic carbon and inorganic carbonate content in the sediment—critical indicators for evaluating blue carbon storage potential in <em>Posidonia oceanica</em> habitats.</p>



<p class="wp-block-paragraph">In addition to chemical analysis, one core of each replicate will have all samples sent for <strong>carbon dating</strong>, producing a multi-millennia history of Portlligat. This temporal dimension provides vital context for interpreting carbon sequestration rates and long-term ecosystem resilience.</p>



<p class="wp-block-paragraph">Early data analysis has already begun to reveal distinct trends, with strong groupings emerging based on sediment origin and composition. The latest cores are expected to reinforce these patterns and add granularity to habitat-specific carbon stock estimates. These findings are not only pivotal for Portlligat’s ecological mapping but will also feed directly into the EFFECTIVE Project’s broader goals of quantifying and protecting marine carbon sinks.</p>
