On June 19th, a specialized workshop was held in L’Estartit to advance ecosystem-based management solutions for Mediterranean Marine Protected Areas (MPAs). Organized under the framework of the EFFECTIVE project, the session brought together a dedicated group of experts to conduct a rigorous Bow-Tie risk assessment focused on balancing recreational coastal activities with marine conservation.

What is the Bow-Tie Approach?

The Bow-Tie analysis is a structured methodology originally adapted from the oil and gas industry to map out risk sources, causes, consequences, and—crucially—preventive and mitigative management measures. As an established ISO risk assessment technique, it provides a clear framework for marine planners to evaluate how specific activities impact the Good Environmental Status (GEnS) of protected waters.

For this specific session, the workshop focused on a highly pressing environmental challenge along the Costa Brava: the anchoring of recreational boats in MPA coves. The primary goal was to assess and mitigate the risk of anchor damage to fragile Posidonia oceanica seagrass meadows.

Inside the Workshop: A Three-Part Strategy

The workshop structured its operational roadmap into three clear phases:

Aligning with the Ecosystem-Based Management System (EBMS)

Clause A2.1 (Key Aspects Identification): The team previously utilized scientific matrixes to identify marine activities threatening GEnS. While professional fisheries theoretically cause significant pressure, the team strategically selected boat anchoring for this case study due to the vast amount of existing regional data and a high capacity for immediate management intervention.
Clause A2.2 & A2.3 (Goals & Management Programs): Using a free, user-friendly bow-tie software, the group mapped out human and natural risk causes to formulate an advanced “vulnerability profile” for coves across the Cap de Creus area.

Utilizing Local Marina Data

The session leveraged extensive real-time tracking data and descriptive sheets compiled from recent contract work completed for the Catalan Marina Association (ACPET). This data allowed the team to classify anchoring coves into three distinct typologies based on actual recreational boating behavior along the Costa Brava.

The Brainstorming Session: Building Barriers

The core of the workshop was a collaborative brainstorming session centered around the central “undesired event”: anchoring on Posidonia meadows and the associated conflicts of recreational boating.

Addressing Causes: The group systematically evaluated what triggers these events and mapped out preventive “barriers” (such as commercial buoy applications, drawing on the on-site expertise of buoy specialist Boris) to minimize risks before they occur.
Mitigating Consequences: Using GEnS descriptors, the team began identifying mitigation measures to minimize environmental degradation once anchoring occurs.
Developing Measures: These identified barriers will be translated into a formal program of management measures, utilizing established frameworks (e.g., Cormier et al., 2018) to build the cycle’s final management program.

Next Steps for the EFFECTIVE Team

While the team successfully mapped out the preventive controls for the causes of anchoring pressures, time ran short before the final consequences could be fully refined. The next steps will involve polishing the remaining consequence pathways to complete the standardized bow-tie framework.

Given the strong interest previously expressed by regional stakeholders like ACPET, the project plans to replicate and scale this workshop model in the near future, expanding the collaborative group to further solidify co-management strategies for Mediterranean blue capital.

EFFECTIVE Project Showcases Mediterranean Marine Protection at EU Blue Parks Workshop

The EFFECTIVE project made a significant contribution to the European Union’s marine conservation efforts by participating in the 5th EU Blue Parks Community Workshop! Held online on 19 November 2025, the workshop, themed “Achieving Mission Ocean and Waters Protection Targets: Showcasing the EU Blue Parks Projects,” brought together over 80 online attendees from more than 115 member organizations dedicated to marine protection.

Key Focus: Mission Ocean and Waters Targets

The core objective of the workshop was to explore and discuss the key outcomes and expected impact of various EU-funded projects under the Mission Ocean and Waters and Horizon Europe. These projects are crucial in helping the EU reach its ambitious targets of protecting 30% and strictly protecting 10% of its marine areas by 2030.

Attendees had the opportunity to learn from projects like EFFECTIVE about:

Good practices and implemented solutions for Marine Protected Areas (MPAs);
Impact on the protection and restoration of EU sea areas;
Opportunities to enhance synergies among projects to increase the replication and upscaling of MPA designation, management, and monitoring.

Spotlight on EFFECTIVE

During the dedicated “Showcasing EU Blue Parks Projects” session, Natalia Preciado from project partner CTN presented the EFFECTIVE project.

The presentation highlighted the project’s vital mission, focused on promoting the large-scale establishment of MPAs in the Mediterranean by developing a comprehensive scientific knowledge base and practical guidance. It achieves this by combining science, technological nature-based solutions, and digitalization for the application of an Ecosystem-Based Management System (EBMS) across four pilot sites.

By focusing on the Mediterranean, a global biodiversity hotspot, EFFECTIVE’s work directly supports the EU’s conservation goals and contributes to more effective and sustainable management of vital marine ecosystems.

Strengthening the EU Blue Parks Community

As the 5th event in the series, the workshop reinforced the value of the EU Blue Parks Community, a growing platform for national authorities, marine networks, businesses, and research projects to collaborate on marine protection and restoration. The exchange of expertise and focus on cross-project synergy is essential for translating scientific research into concrete, on-the-ground action to protect our oceans and waters.

Pilot 2 in action: Restoring the Ebro Delta Bays

The Ebro Delta Bays are a vital Marine Protected Area and a designated Natura 2000 site, playing a crucial role in marine biodiversity, sustainable aquaculture, and coastal resilience. As part of the EFFECTIVE project, significant restoration efforts have been carried out to improve water quality and rehabilitate degraded marine habitats.

Sediment sampling for ecosystem restoration

A key step in this initiative took place in April 2024, when the first sediment characterization campaign was conducted in Els Alfacs Bay. Partners at EURECAT collected sediment samples—both mud and sand—to analyze critical characteristics such as:

Bulk density
Organic matter content
Grain size and sediment texture
Nitrogen and carbon content

Understanding these factors provided a scientific baseline to inform future remediation strategies and optimize habitat restoration efforts.

Building on this initial work, additional sediment samples were gathered in July 2024 to analyze heavy metals and pesticide content. These findings helped ensure that any remediation and habitat restoration measures were both effective and environmentally safe.

Innovative approaches to Marine Restoration

EFFECTIVE’s restoration activities in the Ebro Delta Bays were based on two complementary strategies.

Constructed Wetlands with Helophytic Plants:
Helophytic plants were strategically planted along the bay shore to filter drainage water from rice fields, reducing suspended sediments, excess nutrients, and pollutants before they entered the marine environment.
Seabed Remediation & Habitat Recovery:
Decades of accumulated organic mud in shallow waters had negatively impacted the Cymodocea nodosa seagrass habitat. The project removed excess mud to support seagrass recolonization, while repurposing the extracted soil to help build the constructed wetlands—after remediation if pollution levels were high.

By integrating scientific research, innovative technology, and nature-based solutions, EFFECTIVE’s Pilot 2 aimed to enhance water quality, restore seagrass meadows, and boost biodiversity. These actions also promoted sustainable aquaculture, ensuring the long-term health and resilience of the Ebro Delta Bays ecosystem.

The Mediterranean Sea is home to some of the most diverse and fragile marine ecosystems, with seagrass meadows playing a crucial role in maintaining biodiversity and combating climate change. Within the framework of the EFFECTIVE project, an innovative pilot test has been launched in Portlligat, Cadaqués (Alt Empordà) to monitor and protect these vital ecosystems.

Mar de L’Empordà: a biodiversity hotspot under threat

The Mar de L’Empordà, located in the Western Mediterranean, is a biodiversity-rich area in Spain that encompasses seven Marine Protected Areas. Governed by the Taula de Cogestió Marítima del Litoral del Baix Empordà, this region brings together stakeholders from multiple sectors to ensure the conservation of its marine resources. Its waters host a wide array of species, including red coral, gorgonians, seagrasses, sponges, noble pen shell, seahorses, and antennae gobies—each playing an essential role in the marine ecosystem.

However, Mediterranean seagrass meadows, particularly those of Posidonia oceanica, have been in decline for decades due to human activity and climate change. These underwater forests serve as carbon sinks, capturing and storing CO₂ for centuries. Their destruction not only threatens marine biodiversity but also contributes to increased carbon emissions, exacerbating climate change.

Innovative technology for conservation

To address this urgent challenge, the Center for Advanced Studies of Blanes (CEAB) from CSIC (Consejo Superior de Investigaciones Científicas) and GPA Seabots, a partner in the EFFECTIVE project, have deployed aquatic robots to map the seabed of Portlligat. This initiative aims to analyze the state of Posidonia meadows, determine their carbon reserves, and develop strategies for their preservation.

These autonomous robots provide a non-invasive, efficient, and high-resolution method of studying underwater habitats. By collecting precise data on the extent and health of seagrass meadows, scientists can better understand the threats they face and implement targeted conservation actions.

By combining scientific expertise with innovative robotic technology, the EFFECTIVE project is paving the way for more successful marine conservation strategies. The EFFECTIVE Consortium came together for an impactful two-day meeting held on January 15-16, 2025, in Larnaca, Cyprus. Hosted by our valued partner, CMMI, the meeting provided a dynamic platform for collaboration, knowledge exchange, and strategic planning for the next phase of the project.

Day 1: Collaboration at the Multipurpose Centre

The first day kicked off at the Larnaka Community Centre, where partners shared updates on their respective work packages, highlighting progress, challenges, and upcoming objectives. Each partner had the opportunity to present their achievements and ongoing activities, fostering a deeper understanding of the collective progress.

Dissemination and Communication: Led by F6S, focusing on outreach strategies to amplify the project’s impact.
Ecosystem-Based Management System (EBMS): A comprehensive discussion led by CSIC on applying EBMS in pilot areas.

B2B Session: Facilitated by DHI, this session provided a collaborative space for consortium members to delve into pilot activities and share insights.

The first day set the stage for meaningful collaboration and aligned efforts across the consortium.

Day 2: Exploring Local Contexts and Advancing Project Goals

The second day began with an excursion to the Cavo Greco Environmental Center, an inspiring location that underscores the importance of marine conservation. Partners explored the center’s exhibits, viewed a short documentary, and participated in a coastal activity using the COSEA app. The activity combined fieldwork with innovative digital tools, offering a glimpse into the practical applications of the project’s technologies.

Back at the Larnaka Community Centre, the agenda continued with sessions on:

Transplantation Techniques: Presented by OE, showcasing hands-on approaches to marine restoration.
Blue Carbon Strategies: Led by GPA, focusing on leveraging blue carbon for ecosystem sustainability.
Mid-Term Report: CTN provided an overview of the project’s progress, ensuring accountability and alignment with objectives.

The meeting concluded with final remarks from CTN, summarizing key takeaways and setting a clear path forward for the consortium.
